Health Insurance Counseling

State Health Insurance Program

If you are an adult 65 and over or have disabilities, SHIP is designed to provide answers to your questions and concerns about Medicare-related issues.

Trained counselors and volunteers can help you with the questions and problems you have with Medicare or other health insurance options, including the Vermont State programs.


Our counselors resolve insurance confusion in the following programs:

  • Medicare Parts A, B, C & D

  • Late Enrollment Issues ("Medicare Equitable Relief") click here 
  • Medicaid

  • Medigap Supplemental Insurance

  • VPharm - Vermont's prescription drug coverage program for people with Medicare

They can help you with:

  • Questions about Medicare, Medicaid or other health insurance coverage

  • Selecting and enrolling in a Medicare Part D plan

  • Problems obtaining your medications with Medicare Part D coverage

  • Questions about Durable Medical Equipment coverage

  • Sorting out confusing medical bills and statements

  • Filing health benefits claims or appealing denial of coverage

  • Identifying and correcting claims errors
